When Procedure Becomes a Tool of Exclusion:
Systems allow “decisive procedures” in how they respond to their circles of contacts, clients, complainants, and anyone who requests correction when they feel cheated, exploited, ignored, or pushed into automated replies. This pattern is not local. It crosses borders. It appears in the most developed countries as easily as anywhere else.
These procedures are not limited to private companies. They are deeply embedded in public authorities... institutions that are legally required to assist the public. And it is here, inside official public service, that the damage becomes most severe.
Laws and regulations describe the rights a citizen has to get a respond and to know from which office that response must come when the matter is as serious as eviction. But officials manipulate the dates on the letters they send.
They write the date on the letter, then wait two or three days before mailing it. The letters arrive on a Friday, leaving a weekend gap of two or three days. A client who is given “five days to respond” effectively loses five to seven days before they even receive the letter.
If a client tries to contact the office at the last moment, they meet another barrier: automated phone systems that force them to wait fifteen minutes or more in exhausting queues... often without ever reaching the official responsible. The cost is not only time and confidence, but also money spent on calls that lead nowhere.
These decisive procedures are designed to exhaust people. They prevent systems from adjusting, correcting errors, or providing accurate help. They leave clients standing alone, speaking into a void. And they reveal more than inefficiency... they expose intent: manipulation, injustice, protection of the system over the individual, and a deliberate unfairness built into the process.
A Pattern of Systemic Insufficiency
Contact: When an issue arises that requires communication with the public, the assigned official writes a letter dated on the day it was drafted. But the letter is mailed late, arriving after the response period has already begun. When this happens repeatedly, the average client may not notice the pattern.
Well‑informed clients, however, those who understand how the system works, recognize the scheme. They see that the letters arrive late precisely when they contain strict deadlines. They see that the system then claims the client “did not respond,” even though the delay was engineered. Officials rely on the assumption that recipients are uninformed or overwhelmed. They behave as if “intent” is not a criminal act, even though it is.
This is not a minor administrative flaw. It is a structural shift in how regulations are applied... one that deprives people of their legal rights to public services. It must be stressed clearly: manipulating dates and delivery times is a method of exclusion, a way to deny assistance while appearing procedurally correct.
When such practices repeat across municipalities, or police stations and other public administrative offices they begin to resemble coordinated behavior. At minimum, they reveal a shared institutional culture. At worst, they suggest a quiet conspiracy within social services... an agreement, spoken or unspoken, to protect the system by exhausting the people it is meant to serve.
The Connection of the Injustice Story
As you read through episode 5, “Inside a Fracture of a Faulty Law” and the other episodes in this series, as well as the complete relevant series about this injustice issue, the eviction story eventually reached the municipality.
According to regulation, the municipality is required to help in situations where an eviction court decides that a resident must leave their apartment. That obligation is clear and fair. But what happened in my case raises serious doubts.
An official in the municipality and as usual she is a woman, wrote a letter dated 17 November, apparently a Friday. Yet this letter, as if sent from another planet, landed in my postbox on Friday, April 24, after midday. I had checked my postbox earlier that morning around 10:00 when I went out for groceries; there was nothing there.
No official office is open during the weekend, and the timing appears intentional, especially because the letter stated that I had five days to respond by calling a phone number.
This is not only a habit of public offices. It is also practiced by private businesses in urgent matters across borders... something I have documented before in the series about unfair train ticket fines at How Institutions Steal Your Days - Weekend Deadlines, Stolen Timeframes!
By the time I received the letter, the response window had already passed. I wanted to call the municipal official to explain when the letter actually arrived and to express my doubts. But the letter contained no indication of which department it came from.
The main municipal offices are in the city center, and another branch is located in my area. I called the main office, but each time the automated system told me to wait: 12 minutes, then 14 minutes, then 17 minutes without reaching anyone.
So I took my bike to the city center office. I gave an official the name of the person who sent the letter. He checked his computer and told me she worked in the office in my area, then handed me a phone number. Instead of calling, I went directly to that office. A guard stepped out leaving and said I could not enter without an appointment and must call first. In twenty years, this has never happened. The system has changed completely.
I then called the number and what happened next was unbelievable. Instead of reaching the official, I was met by a robotic assistant. I tried to navigate it, but it froze. Out of frustration, I shouted into the line: What is going on, and why has everything become so bad? I knew the message would reach them.
I tried again, entered my ID, and failed again. I hung up, exhausted.
I asked myself: If human beings cannot help, how can a robot? Even the so‑called “development” is exhausting and stressing people. I will never rely on such a system.
