Human Rights Violations Report 1
This legal memorandum documents a series of human rights violations and injustice observed, experienced, and verified through direct presence at institutional sites in Geneva. It is submitted as part of an ongoing civic record, not as a request for assistance.
The purpose is to establish a clear, factual, and traceable account of systemic barriers that obstruct access to protection, accountability, and due process. The incidents described here are not isolated; they reflect structural patterns that recur across cases, countries, and administrative layers.
This memorandum therefore enters the Archive of Truth in Exile as Report 1, forming the first unit in a collective body of evidence intended to confront institutional opacity with documented reality.
Executive Summary
This report has been submitted personally to human rights organizations, the United Nations High Commissioner for Refugees (UNHCR) Headquarters, the Office of the United Nations High Commissioner for Human Rights (OHCHR), and some oversight bodies in Geneva, Switzerland.
It documents a sustained pattern of harassment, human rights violations including privacy violations, intimidation, surveillance inside my home, and institutional negligence experienced over a period of 15 months in Denmark.
As a UN Convention political refugee, I am entitled to protection, safety, and access to justice. Instead, I have been subjected to repeated violations inside my own home, including interference with sleep, bodily functions, sexual privacy, and personal security. Despite submitting evidence to the police, my reports were dismissed, deleted, or ignored.
This document organizes the violations into clear categories for human‑rights organizations, legal advocates, and oversight bodies.
A. Privacy Violations and Surveillance
1. Continuous monitoring of movements inside my home
For 15 months, disturbances began exactly when I moved from one room to another, indicating real‑time monitoring of my movements.
2. Interference with private phone calls
I could not speak freely on my phone because individuals appeared to react to my conversations, suggesting unauthorized listening.
3. Violation of digital privacy
I suspect unauthorized monitoring of my iPhone, as disturbances aligned with private communications and activities.
4. Profiling through repeated observation
Monitoring my daily routines for 15 months constitutes profiling, which is a violation of privacy and personal autonomy.
B. Harassment, Noise Disturbance, and Sleep Deprivation
5. Daily intentional disturbances
Noise disturbances occurred more than ten times per day, every day, for 15 months.
6. Targeted harassment at bedtime and during rest
Disturbances began the moment I attempted to sleep, depriving me of rest and affecting my health.
7. Harassment during daily activities
Disturbances followed me from room to room, including the kitchen and bathroom, indicating deliberate targeting.
C. Sexual Intimidation and Interference with Private Life
8. Interference with sexual activity
Disturbances also began at the exact moment I attempted to engage in sexual activity, repeatedly, for 15 months.
9. Sexual intimidation
Individuals used sexualized harassment methodically, reacting to private conversations and attempting to exploit personal life.
10. Deprivation of sexual privacy
Preventing a person from exercising their right to sexual life in their own home is a violation of dignity and personal freedom.
D. Interference with Bodily Functions and Human Dignity
11. Harassment during use of the toilet
Disturbances also began the moment I entered the bathroom, depriving me of privacy and causing physical harm, including constipation and haemorrhoids.
12. Interference with basic bodily functions
Targeting a person during defecation is a violation of human dignity and bodily autonomy.
E. Unauthorized Entry and Tampering with Personal Property
13. Evidence of unauthorized entry during my absence
After returning from vacations I took outside the country to have peace of mind, I found:
refrigerator doors closed and rusted despite being left clean and open
books reversed in my library
dirt on bathroom surfaces I had cleaned before leaving
These indicate unauthorized access using keys held by the housing company.
14. Suspicion of monitoring devices
Ticking sounds appeared in the living room shortly after turning off the TV and internet, suggesting possible surveillance equipment.
F. Abuse of Power by Housing Company / Real Estate Staff
15. Misrepresentation about occupancy of the apartment above
Staff from the housing company repeatedly claimed the apartment above me was empty, despite clear evidence of occupancy.
16. Involvement of individuals from specific cultural backgrounds
Certain individuals working with the housing company appeared to participate in or facilitate the disturbances.
17. Installation of an alarm system and new resident under suspicious circumstances
In October 2023, the real estate company placed a woman in the apartment above and installed an alarm system. Two staff members were present, which is unusual for a standard rental process. This had happened immediately after the chief of the police refused to accept the case I opened against the housing company a week prior and ordered me out of the office.
G. Psychological Harm and Endangerment
18. Attempts to destabilize my mental health
The pattern of disturbances appears designed to provoke anger, exhaustion, and psychological breakdown.
19. Exposure to psychological harm
Continuous harassment, sleep deprivation, and invasion of privacy constitute psychological endangerment.
H. Institutional Failures and Police Negligence
20. Police refusal to investigate
Despite submitting evidence, including audio recordings, the police:
deleted my reports
dismissed my claims
accused me of hearing noises in my head
refused to examine the evidence
failed to act on unauthorized occupancy
21. Denial of access to justice
The police stated they “cannot enter any home,” even when the apartment was illegally occupied. This contradicts legal procedures for dealing with intruders.
22. Failure to protect a UN Convention political refugee
As a political refugee, I am entitled to protection according to Geneva Convention in 1952 in which Denmark has signed. Instead, my reports were ignored, and my safety was compromised.
I. Retaliatory Behaviour and Attempts to Incriminate
23. Attempts to provoke reactions
The disturbances appear designed to push me into anger or irrational behaviour to create grounds for incrimination.
24. Systematic pattern of erosion
The harassment follows known methods used to destabilize individuals through erosion rather than direct confrontation.

25. Failure to examine submitted evidence
I collected multiple forms of evidence documenting the disturbances, including audio recordings in which several voices can be heard whispering inside the apartment above mine. Despite this, the police refused to review any of the material. On one occasion, when I attempted to show evidence directly from my phone, an officer explicitly stated he would not look at it.
26. Misrepresentation by housing staff
In several recordings, a female voice can be heard among the individuals occupying the apartment. Based on my familiarity with the staff, I believe this voice resembles that of the head of the local office of the housing company. She repeatedly informed me that the apartment was empty, despite clear signs of occupancy. Other staff members also denied any presence in the apartment, even though disturbances continued daily.
27. Statements indicating knowledge of unauthorized occupants
One staff member from the real estate company told me that individuals could obtain surveillance devices “from abroad.” He later said that he changed the lock on the apartment door and added, “no one will disturb you again.” This statement implicitly acknowledges that unauthorized individuals had been inside the apartment. Shortly afterward, I saw another staff member exiting the elevator with a young man, raising further suspicion that they had been inside the apartment. I went upstairs and saw that no new lock was installed. The disturbances, however, continued unchanged.
28. Police refusal to intervene despite evidence of intruders
The police repeatedly stated that they “cannot enter any home” and that residents are free to make noise. While this is true in normal circumstances, I informed them that the individuals in the apartment were not legal tenants and that the apartment had been officially vacant from December 2022 to October 2023. In cases of unlawful occupancy, police are required to investigate and, if necessary, obtain a judicial warrant to remove intruders. No such action was taken.

29. Unauthorized occupation of an officially vacant apartment
The apartment above mine was officially unoccupied for nearly a year. Despite this, I observed individuals, young men from specific cultural backgrounds carrying furniture and belongings into the unit. I photographed this activity and attempted to show the evidence to the police, who refused to review it.
30. Failure of the housing company to act on reports of intruders
From January 2023 onward, I repeatedly reported the unauthorized occupancy and related disturbances to the housing company. They denied any responsibility and insisted the apartment was empty, despite clear evidence to the contrary.
31. Contradictory statements from housing staff
The housing inspector for the area told me that matter related to the apartment was the responsibility of the local office. When I met her in person, she insisted that no one was living in the apartment. Yet disturbances continued daily, and evidence of occupancy remained.
32. Police response lacking transparency
On one occasion, after returning from travel to Geneva, I went directly to the police station. A team of officers came to me first and then went upstairs to check the apartment. They never returned to inform me of their findings, leaving the situation unresolved.
33. Escalation of harassment and implied impunity
The disturbances intensified, accompanied by a clear message communicated through behaviour: that those involved believed they could act without consequence. This pattern suggests a coordinated effort to intimidate, destabilize, and silence me.
34. Police suggestion of psychological instability
During one late‑night call reporting severe disturbances, an officer suggested that the noises might be “in my head.” I rejected this claim immediately, explaining my background and knowledge in psychology. This attempt to pathologize my reports mirrors a pattern often used to dismiss legitimate complaints.
35. Independent witness testimony ignored
In September 2023, a friend... himself a journalist and human‑rights activist stayed with me for two weeks and personally witnessed the disturbances. He accompanied me to the police station and provided a statement. Although the officer typed his testimony, she did not request his identification or contact information, raising concerns that her statement was not formally recorded.
Conclusion
The violations documented here represent a sustained, deliberate, and coordinated pattern of harassment, human rights violations including privacy invasion, intimidation, and institutional negligence. These acts violate:
the right to privacy
the right to security
the right to dignity
the right to rest and health
the right to sexual autonomy
the right to due process
the rights guaranteed to UN Convention political refugees

My advice
But believe me: you will not get anything meaningful from the official steps outlined on their websites. These institutions have built layers of barriers that filter out urgency, truth, and human suffering long before a case reaches the right hands. What breaks through is not the form, not the portal, not the “contact us” page, but your physical presence, your logic, and your unshakable stance.
I say this from experience. I have walked into the UNHCR offices in Geneva many times. I crossed the security gates not with aggression but with clarity, with the authority of a veteran journalist and activist who has worked on these issues long before some of the guards even knew the organizations by name. I have spoken with them, helped them, even offered care lately to one who was suffering from joint pain... because a human touch often reaches further than their blind and deaf administrative systems.
If you need protection, if you need your case heard, go directly to the Protection Officer. Not the Inspector General’s Office (IGO). The IGO only handles staff misconduct, and although they responded to me respectfully and forwarded my report to the correct office, it was my instinct and my insistence that ultimately brought the matter to the right place.
Go with your full presence. Go with your documents. Go with your truth. And do not let the system convince you that the digital maze is the only path.
Collective reporting, collective presence, collective testimony

Institutions that are trained to ignore individuals cannot ignore a pattern, a structure, a chorus. When stories converge, they stop being “cases” and become evidence.
